For the study, I conducted over two hundred in-depth, semi structured, elite inter- views in Beijing, Brası ́lia, Brussels, Geneva, Kerala, Mumbai, New Delhi, Rio de Janeiro, Sa ̃o Paulo, Shanghai, Shenzhen, Washington, DC, and other locations where I was granted considerable access to meet with informants, including at the highest levels. The interviewees included officials at the WTO across all levels from the director general and members of the Appellate Body to high- and mid-level secretariat staff across multiple divisions; officials at the United Nations Conference on Trade and Development (UNCTAD); current and former ambassadors to the WTO; officials at WTO Missions in Geneva; government officials in the national capital; private lawyers engaged in trade law practice (both domestic lawyers and foreign lawyers working for and against these countries); company, trade, and industry association representatives (working with and against these countries); heads of think tanks and researchers within them; academics in law, political science, and economics within them; representatives of nongovernmental organiza- tions; and news reporters writing on trade law from these countries. Most of the interviews were with one interviewee, but some interviews included small groups of colleagues, whether in government, law firms, academia, and think tanks. The interviews generally lasted from one to two hours. They were held most frequently in the interviewee’s office, but also in neutral venues such as restaurants and coffee shops
