Over the last few years anthropogenic climate change has become a central prob- lem for mankind and receives growing international awareness. As a result, the importance of climate policy has increased on the agenda of political decision- makers. Due to the global nature of the problem, climate change represents a topic that is discussed on the international stage by heads of states and govern- ments. Global warming is primarily caused by the emission of greenhouse gases. Because it is irrelevant where in the world these gases are emitted, the problem can only be addressed by finding a global solution among the community of states. Several international panels and conferences were held multi- and bilater- ally and new institutions were founded with the intention to decrease the amount of greenhouse gas emissions.
